MHADA’s New Directive Will Accelerate Old Cessed Building Redevelopment in Mumbai

Mumbai: In a major policy shift aimed at accelerating urban renewal in Mumbai, the Maharashtra Housing and Area Development Authority (MHADA) has announced a new fast-track mechanism for approving redevelopment proposals of old cessed buildings. The announcement was made by Sanjeev Jaiswal, IAS, Vice President and CEO of MHADA, during the 2nd Redevelopment Conference and Investors Summit held at MIG Club, Bandra (East).

Under the revised framework, proposals submitted under Section 79A(1a) or 79A(1b) of the Maharashtra Housing Act — with at least 51% consent from tenants — will now receive a No Objection Certificate (NOC) within six weeks. This new timeline will be enforced under the Right to Service Act. Importantly, if the stipulated timeline is breached, the NOC will be considered “deemed approved,” a move expected to significantly reduce bureaucratic delays.

The high-powered summit drew an elite gathering of industry leaders, including Boman R. Irani (Chairman, CREDAI National), Domnic Romell (President, CREDAI-MCHI), Mr. Gautam Chatterjee (Former Chairman, MahaRERA), Dr. Niranjan Hiranandani (Chairman, NAREDCO), and Rajan Bandelkar (President, NAREDCO India), among others.

Addressing the attendees, Jaiswal expressed confidence that the collective efforts of developers, authorities, and stakeholders could realize the ambitious target of constructing 8 lakh affordable homes in the Mumbai Metropolitan Region (MMR) over the next five years. MHADA is expected to invest ₹6,609 crore in these projects, while private developers are anticipated to contribute ₹1.28 lakh crore.

Key redevelopment projects at GTB Nagar, Abhyudaya Nagar, Motilal Nagar, and BDD Chawls were highlighted as immediate priorities.
