In a major crackdown on unauthorized construction, CIDCO’s Unauthorized Construction Control Department demolished the multi-story ‘Hill View’ building in Sector 5, Kharghar, on Wednesday. The illegal structure, which housed nearly 90 flats, was built at the foothills without approval, occupying 9,800 sq. m. of encroached land worth ₹300 crore. The demolition has left several families without shelter, once again exposing the rampant issue of illegal constructions in Navi Mumbai.
CIDCO had first acted against this structure in 2015-16, after which the land remained vacant for six years. However, due to CIDCO’s failure to secure the plot, a new builder illegally reconstructed the site two years ago, even managing to sell several apartments. The situation escalated when disputes between the previous and new builders reached the state ministry, prompting CIDCO to take decisive action.
The demolition involved three Poclain machines, one JCB, one high-reach boom machine, and 49 police personnel, along with CIDCO’s senior officials and a large team of workers. The operation was executed under the leadership of CIDCO’s Chief Vigilance Officer, Suresh Mengde.
Encroachment Concerns: Experts Call for Fencing on Cleared Land
The incident has raised concerns about CIDCO’s handling of encroached lands, with many questioning why it does not immediately take possession of cleared plots. Experts have urged the planning authority to install fencing around such vacant plots to prevent repeat encroachments. While CIDCO often claims a shortage of land for reserved plots, nearly 10,000 sq. m. in Kharghar was illegally occupied and turned into a high-rise.
Fraud in the Name of Affordable Housing
The case also highlights the growing problem of unsuspecting buyers being deceived by builders promising affordable housing. CIDCO officials found that basic amenities like drinking water were unavailable, with only plastic water tanks installed, exposing the builder’s fraudulent practices. Many low-income families, believing they had secured legal housing, have now lost their homes.
CIDCO Blocks Another Illegal Project Nearby
During the demolition drive, CIDCO discovered another unauthorized building under construction in the vicinity. The crackdown successfully halted the builder’s expansion plans, preventing further illegal development.

The latest operation marks CIDCO’s 100th demolition in Kharghar as part of its ongoing campaign against unauthorized constructions. Officials have once again warned citizens to verify property legality before purchasing, urging them to avoid fraudulent builders.
“CIDCO’s action against illegal construction is ongoing. This is the 100th operation in Kharghar. Citizens should thoroughly investigate properties before purchasing to avoid being scammed,” said Suresh Mengde, Chief Vigilance Officer, CIDCO.
