In a strong crackdown on defaulters, the City and Industrial Development Corporation (CIDCO) has cancelled the allotment of 16 premium plots across Navi Mumbai. The decision comes after plot holders failed to initiate or complete construction within the mandatory four-year deadline.
Spread across key nodes—Airoli, Kopar Khairane, Vashi, Nerul, Belapur, Kharghar, and Dronagiri—the plots cover a total of 62,000 square metres and are collectively valued at nearly ₹2,000 crore.
According to the Navi Mumbai Disposal of Lands (Amendment) Regulations, 2008, land allotted by CIDCO is on lease with a clear condition: construction must be completed and occupancy certificates obtained within four years. Extensions are allowed for a fee, and CIDCO even introduced an amnesty scheme offering a 50% concession on Additional Lease Premium (ALP) and service charges. But most allottees failed to respond, even by the March 31, 2025 deadline.
Despite multiple reminders from CIDCO’s estate department, the defaulters neither paid pending dues nor applied for occupancy certificates. Some plots had remained undeveloped for over a decade. Of the ₹900 crore due under ALP and service charges, CIDCO recovered only ₹100 crore under the amnesty scheme.
“Lease agreements were reviewed and notices served. Since there was no response, CIDCO has cancelled the leases of 16 plots effective April 1,” said a spokesperson from CIDCO’s Public Relations Department.
One case involved a housing society in Kopar Khairane that occupied its building without an occupancy certificate. In another, a Nerul-based society allegedly sold its plot without any development.
CIDCO has now initiated physical repossession of the defaulted plots—sending a clear message: non-compliance will not be tolerated.
