Navi Mumbai: In a major push towards citizen-centric governance, the Navi Mumbai Municipal Corporation (NMMC) is fast-tracking its digital transformation under the leadership of Municipal Commissioner Dr. Kailas Shinde. The initiative aims to ensure that essential municipal services and facilities are easily accessible to residents from the comfort of their homes.
As part of the Maharashtra government’s 100-day, seven-point action plan envisioned by the Chief Minister, NMMC is placing a strong emphasis on simplifying service delivery, increasing transparency, and eliminating the need for physical visits to municipal offices.
Digital Overhaul in Progress
All core services—ranging from issuance of birth and death certificates to property tax transfers, marriage registrations, and permissions for debris clearance and ground usage—are being upgraded with advanced technology. Dr. Shinde has instructed officials to redesign these systems so citizens can access them online, upload necessary documents digitally, and receive certificates directly at home.
Drawing parallels to the passport application system, Dr. Shinde has suggested a similar model for marriage registrations where applicants receive appointment details via SMS after submitting documents online. Citizens will be able to complete these processes either independently or through SETU centers.
Inspections and Reforms on the Ground
During a recent visit to the Koparkhairane Ward Office, Dr. Shinde conducted a detailed inspection of cleanliness, document management, and service centers. He directed improvements to seating arrangements outside citizen service centers and emphasized the need for better signage and document lists on all floors.
He also reviewed the birth and death registration system and recommended updates to make the digital interface more user-friendly. In the area of ground usage permissions, he instructed that a simplified rulebook be developed and all required documents be displayed prominently.
Boost to Property Systems and Health Infrastructure
Further reforms are underway to make property tax transfers and valuation processes fully digital and citizen-friendly. Dr. Shinde also emphasized maintaining records of all private institutions—schools, hospitals, NGOs—within each ward’s jurisdiction.
At the Koparkhairane Maternity and Child Hospital, the Commissioner reviewed ongoing work and ordered the widening of entry gates and removal of obstructions. He instructed health officials and engineers to expedite the completion of upgrades.

Under Dr. Shinde’s dynamic leadership, the NMMC’s offices, hospitals, and schools are witnessing rapid transformation. The digitalization drive has not only improved service efficiency but also earned appreciation from residents for making civic processes faster and more transparent.
